Landowners’ call off compensation strike
ROING, Sept 9: The landowners protesting against non-
DC Roing Ravi Dhavan, in a meeting with the landowners yesterday, said that the procedure will start with a joint assessment of land acquisitioned, along with the BRTF on Sept 15.
He assured the landowners that the compensation process will be done as per the Government rules and total transparency will be maintained throughout the process.
The affected landowners had put an indefinite stop on any kind of construction work of the highway on the Aug 31 last, alleging lack of proper response on the issue since the last six years.
Meanwhile, the landowners have said that if the DA fails to start the assessment on the given date, the strike will be revived once again.

Fisheries Dept reviews status of schemes
ITANAGAR, Sept 9: The fisheries department has reviewed the status of state plan and the centrally sponsored schemes being implemented in five districts of the state.

Expressing satisfaction over implementation of the schemes both of them called upon the officers to work sincerely and stressed upon the need for proper planning and selection of right beneficiary under the schemes.
Commissioner also emphasized on timely submission of report and advised the officers to conduct such review meeting at district level for judicious utilization of fund and effective implementation of the schemes. He further cautioned the officers not to divert the fund meant for a particular scheme.
The commissioner assured to address the genuine grievances of the officers in a time bound manner.

HC directs Govt. to implement HPC recommendations on bonded labourers
Puroiks force to seek justice
ITANAGAR, Sept 9: The Gauhati High Court (HC) has directed the state Government to implement all the recommendations made by High Power Committee (HPC) for relief and rehabilitation of Puroiks, who were once bonded laborers in Arunachal Pradesh.
The state government following Supreme Court directive to all the State Governments and Govt. of India to formulate a scheme for abolition of the bonded labour and their subsequent rehabilitation, settlement etc. had constituted a high power committee to recommend rehabilitation and settlement of bonded labours in the State.

However, the HPC recommendations have not been fully implemented till date compelling the Puroik Welfare Society to approach the High Court seeking a direction from it to give necessary direction to the State Government and other respondents to do the needful urgently. The High Court after admitting a PIL filed by the society directed the State respondents to implement all the recommendations of HPC including the recommendation which ensures participation of members of Puroik community in all democratic institutions in the State of Arunachal Pradesh.
“It is expected that the directions herein would be implemented as early as possible preferably within a period of six months from the date of receipt,” the order said.
The APWS has also appealed to the Chief Secretary to take steps for immediate rehabilitation of the all released bonded labourers of East Kameng district as per the judgment of Gauhati High Court on the PIL (No.19, 2013) filed by the Society.
DA orders closure of school after
sexual assault, Geku tensed
YINGKIONG, Sept 9: Upper Siang District Administration has ordered closure of Liitung Liimang Public School, Geku with immediate effect until further order and the registration certificate of the school was also suspended forthwith. This has been necessitated following public unrest and demand of the public for closure of the school after sexual assault on a young student by a teacher of the same school.
The District Administration has instructed the DDSE to explore possibilities for immediate admission of the 284 affected students of Liitung Liimang Public School Geku into nearby Government and private schools.
The Township is tense at the moment following the incident.
Geku based Panggi Welfare Society had earlier demanded permanent closure of the school and cancellation of school registration. They also insisted that the accused person should not be granted bail and should be awarded with life imprisonment. The society along with Women Welfare Unit has also threatened to launch massive democratic movement if their demands are not fulfilled.
The APWWS Geku Unit took out a peace rally at Geku town today condemning the dastardly episode. The District Administration has assured to extend every possible help to the victim.

AAPSU seeks exemplary punishment
ITANAGAR, Sept 9: All Arunachal Pradesh Students Union has vehemently condemned the alleged rape of minor School girl at Littung Limmang Public School of Geku under Upper Siang by a teacher and has sought exemplary punishment.
AAPSU demanded exemplary punishment for the teacher for the inhumane act against his own student so that a strong message is sent throughout the state, said Union’s Spokesperson Tanya Agu. This incident is not the first of its kind as such incidents have taken place in various private schools of the state. Therefore, it’s high time for authorities to take cognizance of such incidences and strictly monitor hostels being run in the state, said AAPSU.
Moreover, any private schools or hostels not following the basic criteria for safety and security of the students should be banned from functioning said Biru Nasi, General Secretary AAPSU.
Further, Tanya Agu informed that soon a delegation of AAPSU team will meet Minister Education and place their recommendations for strict monitoring of private schools and hostels operating across the state.

Medical, veterinary teams reach flood hit Paglam circle

Tuki seeks special window of funding
NEW DELHI, Sept 9: Chief Minister Nabam Tuki has urged the Centre to provide a special window of funding to foster overall growth and development in the state.
He said this in a meeting with NITI Aayog Vice Chairman Dr. Arvind Panagariya at New Delhi today and submitted a proposal on priority areas for development in Arunachal Pradesh.
The proposal while giving an overview of the developmental journey of the state focuses primarily on projects related to Administrative Reforms, Connectivity, Marketing Infrastructure Linkages, Basic Minimum Services, Border Area Development along with a host of other important issues. The Chief Minister mentioned that the rationale of this proposal was to ensure the completion of several projects which were started under the Special Plan Assistance (SPA) window of the Planning Commission. While explaining the ramifications of the institutional changes in the wake of transition from Planning Commission to NITI Aayog, Tuki explained that SPA funding by the erstwhile Planning Commission has been a growth driver for creating infrastructure in Arunachal Pradesh. During the last five years as many as 1498 critical assets were created in the state with liberal funding through SPA. However, delinking of this important window of funding has landed the state in a tight corner not only in completing ongoing projects but also to take up other critical development projects, he pointed.
In the meeting that lasted around 45 minutes, Dr Panagariya accepted the invitation of the Chief Minister to visit Arunachal Pradesh towards the end of the year to gain first hand knowledge of the geographical terrain and development potential of the state. The Chief Minister was accompanied by Secretary Planning, Resident Technical Advisor and Resident Commissioner.

ITANAGAR, Sept 9: The Arunachal Pradesh Colleges Forum (APCF) has reiterated its demands to drop the Education Minister from the state cabinet and termination of his PRO, Assistant Professor Dr. Apurva Ranja Apurva Ranjan from his service. The students gave documentary evidence which clearly shows that the Education Minister had written a note to the Chief Minister for approval of appointment of Dr Ranjan as PRO, Education department.
The Forum has challenged the press statement given by Education Department that Dr Ranjan had never joined as PRO to the Education Minister and that his service had never been utilized.
APCF demanded that the Education department clarify as to why department has refused to acknowledge the appointment now. The Department has issued an order on August 26 transferring the teacher to WR Govt. College wherein the designation was mentioned as PRO attached to Minister of Education, GoAP,” said the APCF.

Tuki seeks Income Tax office in the state capital
NEW DELHI, Sept 9: Chief Minister Nabam Tuki has requested for establishment of an Income Tax office in the state capital for convenience of the people, who have to travel all the way to Income Tax offices in Assam for all tax related issues.
Tuki, who called on Chairperson of the Central Board of Direct Taxes, Anita Kapur here, made the request citing that most government servants – both state and central – army and paramilitary personnel and those working in the private sector, who hail from outside the state, are facing inconveniences to fulfill income tax related official business for want of an Income Tax office in the state.
Kapur assured that the Board will look into the matter and initiate the process for establishing an office in Itanagar.
He informed the Chairperson that the state government is in the process of establishing a Central Government Office (CGO) complex in Itanagar, wherein an Income Tax office could also be accommodated. He said the state government will allot land for the CGO complex and will be constructed under the aegis of the Union Ministry of Urban Development.

Problems of Jawahar Navodaya Vidyalaya
Dear Editor,
Jawahar Navodaya Vidyalaya, Papumpare, is presently functioning at its temporary site at Doimukh and its permanent site building is being constructed at Gumto Village since 2007 but still its construction process has not been completed. The mail causes for delaying the construction is lack of water source at the permanent site and inconvenient approach to the Vidyalaya permanent campus.
Further, it is to be mentioned here that its construction agency i.e. RITES seems reluctant to supervise the progress.
Due to the non completion of the construction work at the permanent site till date, the students are suffering a lot and have to stay at the temporary site within the minimum infrastructure facilities.
For solving these burning points, the PTC (Parent Teacher Council) members have met the local MLA seeking his personal involvement for solving the existing hurdles. MLA has given assurance that all the problems will be solved at the earliest.
The ongoing pending issues concerning the water and approach road are a bit confusing as it is not clear whether it is to be done by the Navodaya or the District Administration with the help of the State Government.
But, for providing the water facility and Vidyalaya approach road to Navodaya, the responsibility goes to the District Administration only.

Parking chaos at railway station
Dear Editor,
It’s just 6 months not that the inter-
Yupia Rail Station, the main rail station of our state, on the verge of completion, is failing in providing the basic necessary requirements.
One of the things is sufficient parking slot at the station.
Weekly, every Tuesday, both the Guwahati and Delhi express train are scheduled for the journey to their respective destinations.
Since, both the train depart within 20 to 30 minutes of each other, there is chaos. Because of shortage of parking area in the station, on Tuesday particular, the traffic movement is at its. Due to heavy traffic jam and wrong parking of the vehicles, few had missed the train as they failed to reach the station on time. And worse is that, in a race to occupy the parking space first, few passengers have had hot arguments.
It seems to be a major failure in during Design Period if we speak in technical term.
Design Period in civil engineering means “designing a structure taking accounts of all the data related to population, consumption, etc and building the structure which will serve its purpose fully for the given time span without any hindrance”. Usually, time span is always more than 10 years not 6 or 8 months.
The N.F railways authorities should look in the matter more seriously, and furthermore they should extend the parking space as per the requirements.

Remembering my best Teacher
Dear Editor,
First of all, lots and lots of congratulations on behalf of the people of Jote Panchayat Segment to my best Teacher Aisena Tang for receiving the most prestigious National Award of Teachers on 5th September. She has been working as a teacher since 1983 serving at very remote schools of the state.
Since time immemorial, the status of a teacher in the society is on the highest level. Even the great kings and emperors regarded them as most respected and able person in the society.
Today also, the same respect is prevailing in the minds of the people for a true teacher.
There is no dearth of good teacher in our society still today. We know that education is the panacea for all round development of a nation by driving away the darkness of ignorance, social evil and poverty. To fulfil the aim of education, competent teachers are integrated component for a progressive nation.
Like many other students, many teachers came into my life and went away like a wave, but one teacher whom I never can forget is Aisena Tang, J/T, now working at Govt. Hr. Sec. School, Arunodaya, Itanagar.
When she came to join at our Jote middle school, we all recognised her missionary zeal to serve the people, especially the student community of our state by shouldering responsibility of all front sincerely. Before her joining at Jote Middle School, there were classes from I to IV only. The enrolment of student was also very miserable due to many reasons. Due to remoteness, posted teachers never joined. Only two teachers were there in the school at that time. They were also not regular in duties in the pretext of medical or family problem.
In the name of infrastructure, there were one OBT teacher’s quarters and one OBT school building. But when she joined in 1988, the school became a complete middle school within a year with classes’ upto VIII and a good number of students’ enrolment.
By forming a School Managing Committee, she started her mission to develop the school. To minimise the teachers’ shortage, immediately she engaged local educated youths to help in teaching. Also adopted monitor system to run the classes smoothly. To increase the enrolment of students, first of all she stopped the students to go out of the school to other school for studies after class V. Secondly, she visited the nearby villages to make the villagers aware about the importance of education and to send their children to school.
Thirdly, she picked up school dropout children right from Gohpur Tinali to Jote while coming and going on vacation to enrol in class VI to VIII.
During her stay in Jote Middle School, as a student, I found that she was a friend, philosopher and guide for all the students. For the public she was a selfless social worker. She was a committed teacher to the students and to the society and a perfect embodiment of many good qualities.
During monsoon season, even in inclement weather, she crossed the fury and torrential brooks with her kids on the back holding one ends of a long bamboo pole by herself and the other by elder students.
Sometimes, she rolled down into the gorge while walking on slippery porter track; she did not care for the wild elephants, snakes and leeches. Even at night she dared to face the occasional encounter with wild elephants to drive away from the school campus. For the students from far off places, first of all, one OBT hostel building was constructed under her guidance with the participation of the community with locally available materials.
For her tireless efforts, along with the attention of local public leaders and the members of community, soon our school area got road communication, suspension bridge, health unit, a middle school with hostel facilities, minor irrigation. I pray god to grant her good health and energy to do more for the welfare of the student community as well as for the people of Arunachal Pradesh.
I hope she will be a real source of inspiration for the younger teachers of my state to surpass her in educating the future generation.
