Governor, CM convey Pham-Kho Sowai greetings

ITANAGAR, Sept 9: The Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki have conveyed their sincere greetings to the people of the State on the auspicious occasion of Pham-Kho-Sowai, a popular festival of the Bugun Community of West Kameng District to be celebrated on September 10.

Rajkhowa expressed the hope that the festivity will usher in happiness, peace, bumper harvest and prosperity for all.

Pham-Kho-Sowai was accorded official recognition at the initiative of the Chief Minister in 2013 much to the happiness of Bugun community. The State Government later declared September 10 as a holiday for celebration of the harvesting festival.

Tuki hoped that the celebration of the festival would pave way for equality, bonhomie and peace.

The Chief Minister called upon all communities of the state to shed their differences if any and work in unison for overall development of the state and welfare of its citizens.  

 

Landowners’ call off compensation strike

ROING, Sept 9: The landowners protesting against non-payment of compensation after land acquisition for construction of NH-52 and NH-13 Meka to Balijan Bridge under the BRTF have today called off their indefinite strike after assurance of restarting the process of payment of compensation by the Deputy Commissioner.

DC Roing Ravi Dhavan, in a meeting with the landowners yesterday, said that the procedure will start with a joint assessment of land acquisitioned, along with the BRTF on Sept 15.

He assured the landowners that the compensation process will be done as per the Government rules and total transparency will be maintained throughout the process.

The affected landowners had put an indefinite stop on any kind of construction work of the highway on the Aug 31 last, alleging lack of proper response on the issue since the last six years.

Meanwhile, the landowners have said that if the DA fails to start the assessment on the given date, the strike will be revived once again.

 

Priests seek early release of monthly honorarium

ITANAGAR, Sept 9:  The All Arunachal Pradesh Abotani Nibu (Priest) Welfare Association (AAPANWA) has in a letter submitted to the state Chief Secretary today appealed to him for early release of monthly honorarium of Nibu, Nijik, Boos of 5 districts in the current fiscal.

In the letter, AAPANWA president Hari Taro informed that a board  was formed comprising of Deputy Commissioners of five districts which recommended and submitted a list of local priests to the Director Art & Culture, showing a total number of priests in  Kra-Daadi as 58, Kurung Kumey (98), Papum Pare (113), Upper Subansiri (412) and East Kameng (349). He further appealed the Chief Secretary to sanction the funds against the newly prepared list of local priests as recommended by the DCs and reject the old list at the earliest.

 

Fisheries Dept reviews status of schemes

ITANAGAR, Sept 9: The fisheries department has reviewed the status of state plan and the centrally sponsored schemes being implemented in five districts of the state.

In a 1st post-implementation review meeting of state plan and centrally sponsored schemes for the fiscal 2014-15  for five districts at  the conference hall of the directorate of fisheries here yesterday, Fisheries Commissioner and Director outlined the objective behind  the review meeting particularly in the context of latest government instruction.

Expressing satisfaction over implementation of the schemes both of them called upon the officers to work sincerely and stressed upon the need for proper planning and selection of right beneficiary under the schemes.

Commissioner also emphasized on timely submission of report and advised the officers to conduct such review meeting at district level for judicious utilization of fund and effective implementation of the schemes. He further cautioned the officers not to divert the fund meant for a particular scheme.  

The commissioner assured to address the genuine grievances of the officers in a time bound manner.

 

Bhupen Hazarika remembered

ITANAGAR, Sept 9: Kristi Kendra Naharlagun has celebrated 89th birth anniversary of Dr Bhupen Hazarika in a befitting manner at its premises yesterday.

The Kristi Kendra general secretary talked about the contribution of Dr Bhupen Hazarika in North East in particular and to the world as a whole.  

Kristi Kendra advisor Rameswar Deka said that the evergreen songs of Hazarika are basically composed on nature, hills, river, flowees. He always remembered the people of Arunachal Pradesh for their love and affections.  Around 100 members joined the celebration and prayed for his departed soul to rest in eternal peace.

 

Establishment of Film Institute

NAHARALAGUN, Sept 9: The state government is committed to extend all possible support for early establishment of Film and Television Institute at Jollang Rakap, said Bamang Felix, Parliamentary Secretary for IPR and Printing today while interacting with officers from Satyajit Ray Film and Television Institute, Kolkata at Jollang.  

The Parliamentary Secretary informed that erection of boundary pillars for the 50 acres of land earmarked for the institute is almost complete and a bridge across the Poma River is also being sanctioned for smooth connectivity. Besides, a two-lane road is being sanctioned by the state government from Itanagar to the site.

Felix also appreciated the support and co-operation of the people of the area and appealed them to continue to extend similar co-operation in the days to come so that the institute can be set up at the earliest. He said that the Film and Television Institute is a prestigious institution and students from various places will come here to acquire education on film and television courses.

Sanjaya Pattanayak, Director of SRFTI, Kolkata and a three-member team of senior academicians and experts –Pankaj Mishra, Debashis Ghosal and Pankaj Seal visited the proposed site today accompanied by DIPR CM Longphong and departmental officers. They also interacted with local representatives including Nabam Radhe and Taba Konia besides villagers and gaonburas of the area.

The visiting officers also interacted with Water Resource Department officers and discussed about plans for boundary walls and approach road to the site. They informed that uninterrupted road connectivity would be required for carrying out construction works which is likely to be initiated by early next year. DIPR

 

CT Mein visits Biological Park

ITANAGAR, Sept 9: Parliamentary Secretary, Environment & Forests, Chow Tewa Mein visited Biological Park (Zoo), Itanagar today.

Accompanied by Dr Rabindra Kumar, PCCF (WL & BD),  Joram Dopum, Director and Raya Flago, Curator, Biological Park, he inspected all the important enclosures including the Hoolock Gibbon Conservation Breeding Centre, which is first of its kind in the country.  

While appreciating the authorities for maintaining cleanliness, he suggested for necessary measures to improve the quality of upkeep of zoo inmates to attract more visitors.

 While responding to the plea of zoo authority for improvement of approach road, existing enclosures and construction of watch tower, new enclosures and kiosk, Mein assured do his best to improve the Biological Park.

Dr Rabindra Kumar has suggested for separate budgetary allocation for wildlife and biodiversity conservation in the state, according to an official release.

 

ASM seeks early relief for flood affected villagers

ITANAGAR, Sept 9: Informing that unprecedented rainfall since a month at Rongte-Rite under Chambang block of Kra Daadi district has damaged around 96 paddy fields, bamboo and cardamom gardens on Aug 29 last, ASM Dindo Takik has in a letter to the ADC Chambang today appealed for deploying departmental staff to survey the affected spot to initiate prompt relief and rehabilitation.     

The ASM also claimed that the main drinking water supply tanks of both Amsuk Pinja and Rongte-Rite villages have also been washed away in the floods causing acute shortage of drinking water and sought early restoration of the water tanks.

 

ASUS conducts sports meet

ITANAGAR, Sept 9: The sports meet of Mega Arunachal Tribes Festival-2015 organized by Arunachal Students’ Union Shillong (ASUS) from September 4 concluded at Shillong yesterday.

Arunachalee students studying in Shillong representing their respective tribes with their best traditional attires enthusiastically participated in the sports meet.

All Arunachal Pradesh Students’ Union (AAPSU) Sports Secretary Byabang Apo and Gora Rikham attended the programme.

Businessman Tagru Punung while speaking at the event asked them to study hard for academic excellence and maintain unity and brotherhood among the fellow Arunachalee students.

The cultural programme of the Mega Arunachal Tribe Festival will be organized with a three-day programme from September 26. The aim of the mega festival is to showcase and promote the rich culture and traditions of the people of Arunachal Pradesh and identify hidden talents of students in different fields, informed ASUS President Ngurang Nana in a release.

 

Affected people opposes the bill

ITANAGAR, Sept 9:  The Trans-Arunachal Highway Land Affected Peoples Forum (Lida- Tasi Doni Area) of Daporijo has strongly opposed the alleged bill prepared by the authority for WRC, rain fed irrigation, residential, business and government land including public sector undertaking.  Terming the preparation inappropriate, it appealed to the authority to modify the bill based on latest approved rate by the state government.

 

Gorkha students urged to march ahead with focused aim

ITANAGAR, Sept 09: Chairman of All Arunachal Gorkha Youth Welfare Association (AAGYWA) Raju Pradhan urged upon the youth of the community to march ahead with a focused aim and serve the people and the state with utmost zeal. He was addressing the Gorkha Students at a function organized by Dera Natung Government College Gorkha Student Co-ordination Committee (DNGCGSCC) at a city hotel here today.

President of AAGYWA Shyam Ghatani, who also attended the function, explained the term Nepali and Gorkha and said those living in India are known as Gorkha and not Nepali.

“On 20th August, 1992, as per Schedule 8th of Indian Constitution, we, the Gorkhas got Nepali as a major language. The Gorkha’s are Indian citizens and the term is used to distinguish between Indian Nepali and its brethren living in Nepal,” he added.

Deepak Newar, general secretary of All Assam Gorkha Student Union Lakhimpur district, Rajesh Chetry, general secretary of AAGYWA, Ram Chetry president of All Arunachal Pradesh Gorkha Society, Changlang also attended the programme.   

The fresher’s meet, which was organized to felicitate the new college students of the Gorkha community, was attended by around 200 students from different colleges within Capital Complex, such as DNGC, Doimukh College and Women’s College Lekhi Village.

Centre scraps Itanagar-Banderdewa 4-lane project, seeks new proposal for 2-lane

ITANAGAR, Sept 9: In a major setback, the Ministry of Road Transport and Highways (MoRTH), Government of India has scrapped Itanagar-Banderdewa 4 lane road project.

In a letter addressed to Chief Engineer, Highway (Western Zone),  the  Union ministry has instructed the government of Arunachal to submit fresh alternative proposals for construction of two-lane road. Further,  the ministry has  also rejected the compensation estimate submitted by state government.

MoRTH further added that  the state government will have to confirm availability of 40m ROW for construction of two-lane road.

When contacted, Chief Engineer, Highway, Bora Ete informed that state government is yet to respond to the letter of MoRTH.

“We have received the letter and department will have comprehensive discussion with Chief Minister before responding. We will also take the matter to MoS (Home). As per as compensation issue is concerned, it is impossible to carry out 4-lane or even 2-lane project without having to pay compensation. We came to this conclusion after detailed study in this regard,” said the Chief Engineer.

Senior government officials who were engaged in preparation of compensation estimate alleged that government of India is giving step-motherly treatment to Arunachal Pradesh.

MoRTH had approved the project in their annual plan for the year 2015-16. Rs 580 crore was earmarked for the project and Rs 200 crore for compensation. When revised second estimate of Rs 240 crore compensation package was submitted, the ministry had asked that the estimate be trimmed down. Accordingly, a new estimate of Rs 174 crore was submitted as per the advice of the ministry.

“Even though we heeded to their advice, the ministry is not willing to release the fund. This shows their biasness towards people of Arunachal,” said an official of Land Management Department in Itanagar.

He further added, “Secretary MoRTH Vijay Chibber invites officials of Arunachal to discuss issues related to 4-lane road project. But during meeting, instead of allowing us to make presentation on the road project, he dictates the terms”.

He blames Chibber for the current mess.

 “How can a person sitting in an air conditioned room in Delhi decide our fate without knowing the ground reality? Without paying single penny, land cannot be acquired for the project.  The four-lane project is heading towards disaster due to autocratic action of Chibber”, the officer says.

He also dismissed the theory of availability of 40m ROW.

“State capital was notified on 10th August 1978. In the beginning, there was less number of vehicles, so naturally there was no traffic chaos like today. Therefore, many people constructed buildings nearby the roads. The ROW which ministry is insisting on was notified only in 2006, the official says.

“In the period between 1978 and 2006, many building have been constructed. Ministry is not willing to compensate these affected people. Will they be able to bulldoze in cities like Delhi, Lucknow or in any other mainland Indian cities in the same way they are treating us right now? This ‘compensation’ issue is a drama being staged by MoRTH. It’s unfortunate that people of Arunachal is getting punished for no mistake of theirs,” he added. Interestingly, the ministry did not raise such issues when first phase of the 50 KM stretch of Banderdewa-Hollongi road project was sanctioned. The 20 KM Hollongi-Gohpur 4-lane project which is currently under construction   is part of Banderdewa-Hollongi project.

“The government of India paid compensation amount of Rs 18.50 crore for Hollongi-Gohpur stretch. As the stretch of road has less human habitation, the compensation amount was less. But now MoRTH is refusing to pay even a single penny,” continued the official of land management department.

Union Minister for Road Transport and Highways (MoRTH) Nitin Gadkari in presence of MoS Home Kiren Rijiju, who is member of parliament from Western Parliamentary constituency under which state capital falls had informed Chief Minister Nabam Tuki in a meeting at New Delhi on 30th July this year that Itanagar – Banderdewa road will have a Cement Concrete (CC) 4-lane road. The decision of the officials of MoRTH is in contradiction to what Gadkari had assured Tuki and Rijiju.

Now, the decision of MoRTH has put big question mark over future of NH-415(formerly known as NH 52 A) which at present is in a dilapidated condition.

When contacted MoS Home Kiren Rijiju told this reporter, “Right now, I am occupied at a conference in Bhopal. But I will sort out the confusion soon. I will intervene for sure.”

 

 

HC directs Govt. to implement HPC recommendations on bonded labourers

Puroiks force to seek justice

ITANAGAR, Sept 9: The Gauhati High Court (HC) has directed the state Government to implement all the recommendations made by High Power Committee (HPC) for relief and rehabilitation of Puroiks, who were once bonded laborers in Arunachal Pradesh.

The state government following Supreme Court directive to all the State Governments and Govt. of India to formulate a scheme for abolition of the bonded labour and their subsequent rehabilitation, settlement etc. had constituted a high power committee to recommend rehabilitation and settlement of bonded labours in the State.

The committee in due course of time submitted its reports under seven different heads for relief and re-settlement, housing facilities, employment opportunities, educational facilities, political participation and various other assistance and benefits. The recommendations were placed before the Cabinet Committee which was later approved. The State Government too gave instructions to the concern departments for implementation of those recommendations.

However, the HPC recommendations have not been fully implemented till date compelling the Puroik Welfare Society to approach the High Court seeking a direction from it to give necessary direction to the State Government and other respondents to do the needful urgently. The High Court after admitting a PIL filed by the society directed the State respondents to implement all the recommendations of HPC including the recommendation which ensures participation of members of Puroik community in all democratic institutions in the State of Arunachal Pradesh.

“It is expected that the directions herein would be implemented as early as possible preferably within a period of six months from the date of receipt,” the order said.

The APWS has also appealed to the Chief Secretary to take steps for immediate rehabilitation of the all released bonded labourers of East Kameng district as per the judgment of Gauhati High Court on the PIL (No.19, 2013) filed by the Society.

 

 

DA orders closure of school after

sexual assault, Geku tensed

YINGKIONG, Sept 9: Upper Siang District Administration has ordered closure of Liitung Liimang Public School, Geku with immediate effect until further order and the registration certificate of the school was also suspended forthwith. This has been necessitated following public unrest and demand of the public for closure of the school after sexual assault on a young student by a teacher of the same school.

The District Administration has instructed the DDSE to explore possibilities for immediate admission of the 284 affected students of Liitung Liimang Public School Geku into nearby Government and private schools.

The Township is tense at the moment following the incident.

Geku based Panggi Welfare Society had earlier demanded permanent closure of the school and cancellation of school registration. They also insisted that the accused person should not be granted bail and should be awarded with life imprisonment. The society along with Women Welfare Unit has also threatened to launch massive democratic movement if their demands are not fulfilled.

The APWWS Geku Unit took out a peace rally at Geku town today condemning the dastardly episode. The District Administration has assured to extend every possible help to the victim.

The accused person was teaching Social Science and Computer up to Class-III standard in the school for the last two and half year. He was also the warden of the Junior Boys in the school. DIPRO

 

 

AAPSU seeks exemplary punishment

ITANAGAR, Sept 9: All Arunachal Pradesh Students Union has vehemently condemned the alleged rape of minor School girl at Littung Limmang Public School of Geku under Upper Siang by a teacher and has sought exemplary punishment.

AAPSU demanded exemplary punishment for the teacher for the inhumane act against his own student so that a strong message is sent throughout the state, said Union’s Spokesperson Tanya Agu. This incident is not the first of its kind as such incidents have taken place in various private schools of the state. Therefore, it’s high time for authorities to take cognizance of such incidences and strictly monitor hostels being run in the state, said AAPSU.

Moreover, any private schools or hostels not following the basic criteria for safety and security of the students should be banned from functioning said Biru Nasi, General Secretary AAPSU.

Further, Tanya Agu informed that soon a delegation of AAPSU team will meet Minister Education and place their recommendations for strict monitoring of private schools and hostels operating across the state.

 

 

Org asks NEEPCO to pack up, warns protest

YINGKIONG, Sept 9: Siang Indigenous Farmer’s Forum (SIFF) has served an ultimatum to immediately close the NEEPCO Office located in Upper Siang District, Yingkiong within 15 days time failing which the Forum warned of violent steps. In a letter on Sept 8, addressed to the Project Manager NEEPCO, 3750 MW Siang Upper Stage-II HEP, the organization reminded the ultimatum to close the NEEPCO office at Yingkiong as per the 5 point resolution  adopted recently at a meeting.

The resolution includes democratic form of strike during the last part of September 2015 in four Siang districts to register their protest against construction of the 3 proposed Mega Dams over Siang River.

Earlier the Commissioner (Power) on behalf of the State Govt. had a discussion with the people of Project affected area on 5/5/2015 at Jengging wherein the affected people spearheaded by SIFF vehemently opposed the proposed HEP and also expressed their reluctance to allow even preliminary survey and investigation work fearing that once it is allowed, the project will inevitably materialize.

The District Administration has tried to discourage the representatives of the SIFF from resorting to violence and criminal intimidation for getting their demands fulfilled but the SIFF members present did not seem to be fully convinced and expressed their intentions to carry on as decided during their meeting on Sept 6.

However, the district administration has convened a meeting of PRI members, affected persons including SIFF and department concerned along with NEEPCO on Saturday to discuss about the proposed enumeration of land owners and area of the land to be affected by the HEP.  DIPRO

 

 

Medical, veterinary teams reach flood hit Paglam circle

ROING, Sept 9: A five-member medical team headed by Dr Nangkong Yirang, Vector Borne Disease Control Officer has reached the flood affected area at Paglam with medicines to fight and prevent any kind of outbreak of post flood diseases. The team will stay for another three to four days to assess the situation.

It is also informed that sufficient medicines are kept in stock at Anpum PHC and a new allopathic doctor will join in the PHC within few days.

The two accompanying veterinary doctors treated and vaccinated as many as 115 bulls, 114 cows, 74 pigs and 45 poultry birds at Paglam and Anpum villages.

There was also report of outbreak of Foot & Mouth Disease (FMD) in cattle due to the flood. Officials of agriculture and veterinary departments were working in war footing to assess damages caused to livestock and agricultural fields in the flood affected area. Since most of the agricultural fields are located in the other side of the flood water the officials are facing difficulties in making assessment, informed DDMO Alokong Perme.

Meanwhile, the number of flood affected families in Lower Dibang Valley district rose to 146. While 103 houses were washed away by flood, 43 houses were dismantled by the villagers themselves to save their construction materials from being washed away.

A team of District Disaster Management headed by the DDMO following directive of the Deputy Commissioner Ravi Dhawan visited the flood affected Paglam, Keba, Kaling-I, Kaling-II and the worse hit Anpum and Loklung villages under Paglam circle yesterday.

The flood has caused extensive damage not only to public and private properties, standing crops, and gardens but also completely changed the landscape of the entire area, said Perme. The volume of water became larger than the Dibang River due to merger of three rivers, namely Dotung, Sisar and Dibang, he said.

Though it has stopped raining erosion has continued  to cause destruction in the villages.

The Loklung Primary School situated in the centre of the village was nowhere to be seen as the area is embraced by the river water, he said.

Necessary relief materials, like rice, potatoes, salt and tarpaulins are being provided by the local administration.

New tube wells for drinking water are also being installed as the flood affected people are facing drinking water problem due to washing away of PHED Lift Water Tank and village Tube wells. DIPRO

 

 

Tuki seeks special window of funding

NEW DELHI, Sept 9: Chief Minister Nabam Tuki has urged the Centre to provide a special window of funding to foster overall growth and development in the state.

He said this in a meeting with NITI Aayog Vice Chairman Dr. Arvind Panagariya at New Delhi today and submitted a proposal on priority areas for development in Arunachal Pradesh.

The proposal while giving an overview of the developmental journey of the state focuses primarily on projects related to Administrative Reforms, Connectivity, Marketing Infrastructure Linkages, Basic Minimum Services, Border Area Development along with a host of other important issues. The Chief Minister mentioned that the rationale of this proposal was to ensure the completion of several projects which were started under the Special Plan Assistance (SPA) window of the Planning Commission. While explaining the ramifications of the institutional changes in the wake of transition from Planning Commission to NITI Aayog, Tuki explained that SPA funding by the erstwhile Planning Commission has been a growth driver for creating infrastructure in Arunachal Pradesh. During the last five years as many as 1498 critical assets were created in the state with liberal funding through SPA. However, delinking of this important window of funding has landed the state in a tight corner not only in completing ongoing projects but also to take up other critical development projects, he pointed.

In the meeting that lasted around 45 minutes, Dr Panagariya accepted the invitation of the Chief Minister to visit Arunachal Pradesh towards the end of the year to gain first hand knowledge of the geographical terrain and development potential of the state.  The Chief Minister was accompanied by Secretary Planning, Resident Technical Advisor and Resident Commissioner.

 

 

EKSWCO seeks paramilitary institution along AP-Assam border

ITANAGAR, Sept 9: A delegation of the East Kameng Social Welfare and Cultural Organization (EKSWCO) has called on Union Minister of State for Home Affairs Kiren Rijiu and appealed him for establishment of a paramilitary institution at Seijosa, Dipik and Dikalmuk area near Assam-Arunachal boundary under East  Kameng district.

In its three-point representation submitted to the Minister, the organization said the entire public of the district feel the necessity of a paramilitary institution to maintain peaceful atmosphere along boundary area.  Citing the alleged land encroachment by the Assam side within the Arunachal territory, the organization further said in order to maintain peaceful atmosphere in the area by preventing encroachment, the establishment of such institution is also very essential.

Pointing out the suspension of Seppa to Chayang Tajo road construction following a Govt order due to fund constraint, the organization also appealed the minister to convince the  Union ministry of road transport  and highway (MoRTH) for approval of additional fund for  early completion of the  said NEC funded road.

“As an alternative solution, revised proposal has already been submitted to the MoRTH and technical clearance has already been done. Now administrative approval for final financial sanction awaited,” the organization  said.

The organization further requested Rijiju to pursue the BSNL authority for phone connectivity in Chayang Tajo.  

 While responding to the representation, the Minister assured the delegation to look into the issues on priority basis.  The minister also gave positive response to the demand for up-gradation of 40-seater JNV Seppa to 80-seater, the organization said.

 

 

APCF reiterates Taloh resignation

demand, denounces dept claims

ITANAGAR, Sept 9: The Arunachal Pradesh Colleges Forum (APCF) has reiterated its demands to drop the Education Minister from the state cabinet and termination of his PRO, Assistant Professor Dr. Apurva Ranja Apurva Ranjan from his service. The students gave documentary evidence which clearly shows that the Education Minister had written a note to the Chief Minister for approval of appointment of Dr Ranjan as PRO, Education department.

The Forum has challenged the press statement given by Education Department that Dr Ranjan had never joined as PRO to the Education Minister and that his service had never been utilized.

APCF demanded that the Education department clarify as to why department has refused to acknowledge the appointment now. The Department has issued an order on August 26 transferring the teacher to WR Govt. College wherein the designation was mentioned as PRO attached to Minister of Education, GoAP,” said the APCF.

 

 

Tirap, Changlang and Longding delegation meet Ravi and Rijiju on PAC

New Delhi, Sept 9: Minister of State for Home Kiren Rijiju and the Naga Peace interlocutor R.N. Ravi are reported to have assured a delegation from Tirap, Changlang and Longding that creation of Patkai Autonomous Council will be the next step to ensure development in their areas.

The delegation from the three districts on Wednesday completed their two- day meeting with the Rijiju and Ravi.

The delegation, that was led by N. Changmi, chairman of Patkai Autonomous Council Demand Committee, said that the Government had accepted the demand and soon the decision for formation of the autonomous council will be taken.

"We want the formation of the Patkai Autonomous Council at any cost. We have been deprived of development for so long now, which is possible only if the three districts get the autonomy. The political organisations are least bothered about the development in Tirap, Changlang and Longding," said Nokchai Boham, a member of the delegation after coming out of the meeting.

Earlier the CM Nabam Tuki had met the Home Minister along with legislators from the three districts over similar demands.

Nokam alleged that funds for the development of the three districts have been misused and channelised for the development of other tribes and not Nagas.

Confirming the development, Rijiju said: " The Government is very well aware of the development required in Tirap, Changlang and Longding and will take steps accordingly. The Government will do everything possible."

Changlang, Tirap and Longding, which are economically and socially deprived inspite of being rich in natural resources, are also considered to have several camps of North East extremist groups such as Nationalist Socialist Council of Nagalim-(K) and United Liberation Front of Assam(ULFA).

 

 

Administration vows to improve

education scenario in Upper Subansiri

DAPORIJO, Sept 9: With a mission to improve the school management for quality education in the district, an official team headed by Upper Subansiri  Deputy Commissioner Komkar Dulom and  DDSE visited most schools of the  Daporijo township today.

After one-year of endeavor to improve the law and order situation in the town, the administration will give special focus on the education and health sector, said the DC. He further said that unannounced visit to the schools will be conducted on regular basis and stern action will be taken against absentee teachers and other erring staff.

While inspecting the schools, the DC advised the teachers to be punctual and impart quality education to the students sincerely. He also said that teachers in the township who are enjoying modern amenities have to perform better than the teachers posted in remote area. The DC also imparted some moral lesson to the students and asked them not to take any extreme steps in the life under any external or internal pressure from parents, teachers and friends.

During the visit Dulom also came to know about the unhygienic conditions of many of the schools and poor school infrastructures. He asked the engineering department to never compromise with quality of work especially under SSA and RMSA.

He also requested PHE department to make drinking water facility available in the schools.

The team appreciated the school administration of Bazar Middle School for its management skill and donated some amount for further improvement of school infrastructure.

 

 

Raj Bhavan to open for public on Sundays

ITANAGAR, Sept 9: The Raj Bhawan will be open to public from 13th September.  The people, especially school children would have the opportunity to tour the compound every Sunday from 12-3 PM. The tour, which started on the occasion of the Statehood Day 2009, is organized in the line of Mughal Garden of Rashtrapati Bhavan, Delhi. It was discontinued earlier in April, but as desired by JP Rajkhowa, Governor; it will be again open to the public.

The visitors may report at Helipad Gate at least 15 minutes before 12.00, 1.00 pm and 2.00 pm. The visitors will be ushered-in, in batches, guided by student volunteers of Department of Tourism, Rajiv Gandhi Polytechnic, Itanagar.

The Raj Bhavan is located on a hillock close to historical ‘Ita-Fort’, Eastern Gate. The area of the compound is approximately 27 acres consisting of lawn and garden as well as kitchen garden and fruit trees. The foundation of this Bhawan was laid by Late K.A.A.Raja, the then Lt. Governor of the Union Territory of Arunachal Pradesh on 17th April, 1977. Right from Bhisma Narain Singh, the first Governor of Arunachal Pradesh, Bhavan has hosted nineteen governors. Cultural and ecological diversity of Dibang valley

ROING, Sept 9: The Kera-aa Initiatives for Cultural and Ecological Security (KICES), an organisation that works to raise community concern in regard to culture and ecology organised a talk on cultural and ecological diversity of Dibang valley here yesterday, at the Anchal Samiti Hall.

The speaker of the programme was Sahil Nijhawan, an Anthropology scholar from University College of London (UCL).

He narrated folk stories of the Idu-Mishmis, relating each and every animal species with the cultural history of the tribe.

Nijhawan informed that eight varieties of Golden Cat were caught in his camera, which is the first time ever recorded in India, and probably in the world too.

The scholar who has completed his field study here, and has studied the tribe very closely in the process, said that the Idu-Mishmi culture is a very scientifically based culture.

"Every custom that the tribe follows is in a way or the other related to some kind of scientific theory. The strict customary law against hunting helps in preservation of the wildlife, which maintains the ecological balance", he said.

Former MP Laeta Umbrey, who was also present at the programme, encouraged the use of the local language in order to preserve it. He urged parents to speak in Idu as much as possible to encourage their children to use it too.

 

 

PPWC seeks white paper on power problem

PASIGHAT, Sept 9: The Pasighat Public Welfare Committee (PPWC), which is leading the consumer’s movement against the erratic power supply, has expressed its resentment at the power department for its repeated failure to improve power supply in and around Pasighat town.

The PPWC has demanded the power department to publish a white paper on the multi-crore project.

It is alleged that officials promised to complete the ongoing 132 KV Aalo- Pasighat 132 tower line within March this year, but it has miserably failed to do so. Moreover, the Executive Engineer of Pasighat had assured the consumers of improvement in the power supply system in the township by replacing low intensity transformers on the eve of Solung festival, which have not been fulfilled either.

The PPWC today conducted a consultative meeting with local PRI leaders, councilors of PMC, senior citizens besides the Banggo leaders, local student unions at Solung ground here and discussed the present power scenario.

The PPWC has alleged that the power department even after spending more than Rs 60 crore meant for construction of Aalo-Pasighat 132 KV line, which was estimated at Rs 58.09 crores (Revised estimate) has not yet completed even after grant of  additional fund. It is said that the state government last year released an additional fund worth Rs 10 crores to power department for completion of the incomplete towers, but the work is not yet completed.

The PPWC also reported many discrepancies in procurement of construction materials in the project, which it said was the main reason for lapses in tower line construction.

Informing the present status of the ongoing Aalo-Pasighat tower line, Executive Engineer (Power) of Pasighat said tower construction work in Pasighat electrical division is almost complete, while 31 towers between Aalo and Rumgong division is not completed. According to him, the department has spent more than Rs 60 crores for the works. The total number of towers along the line is 180.

The never ending power problem in the century-old Pasighat town has frustrated the local residents as the department has failed to improve power supply even after repeated assurance.

 

 

Tuki seeks Income Tax office in the state capital

NEW DELHI, Sept 9: Chief Minister Nabam Tuki has requested for establishment of an Income Tax office in the state capital for convenience of the people, who have to travel all the way to Income Tax offices in Assam for all tax related issues.

Tuki, who called on Chairperson of the Central Board of Direct Taxes, Anita Kapur here, made the request citing that most government servants – both state and central – army and paramilitary personnel and those working in the private sector, who hail from outside the state, are facing inconveniences to fulfill income tax related official business for want of an Income Tax office in the state.

Kapur assured that the Board will look into the matter and initiate the process for establishing an office in Itanagar.

He informed the Chairperson that the state government is in the process of establishing a Central Government Office (CGO) complex in Itanagar, wherein an Income Tax office could also be accommodated. He said the state government will allot land for the CGO complex and will be constructed under the aegis of the Union Ministry of Urban Development.

Even though the predominant tribal populace of the state is exempted from Income Tax, Tuki pointed that a sizeable population of non-tribal people is based in Arunachal Pradesh, besides a lot of investment is happening in several sectors like hydropower, tourism and infrastructure.

“To cater to these categories of tax payers, the Board may kindly establish an Income Tax office in Arunachal Pradesh,” the Chief Minister requested.

Make school safe for girl child

If the school which is considered as second home of the children is not safe enough for them, then where will they feel safe? At present this question is in the minds of every Arunachalee. Unfortunately in recent year schools are increasingly becoming unsafe especially for the girl child.  Recently a six year old girl was reportedly sexually assaulted at a private School in Geku, Upper Siang. This incident has shocked the people of Arunachal and it painfully reminds us how unsafe schools have become these days.

In a similar incident, a teacher-cum-warden of the private-run Green Valley Residential School at Likabali, Vipin Wisvan, was arrested in August 2013 on the charges of raping and molesting 14 minor girl students, for three years. The heinous crime had then evoked strong protests across the State. In September 2014, in another incident police had arrested a school teacher on charges of molesting and sexually harassing under-age girl students of a leading residential school at Aalo. Repeated incident of the sexual assault on under age children in the schools are matter of deep concern. What is worrying most is that concern authorities does not seem to learn any lesson from such incident. When the matter is hot, everyone condemns the incident and demand for punishment of accused. The authority also arrests culprit and try to diffuse the tension. Such attitude will not help to make school safe for the girl child. The government authority should take note of the rise in incident of the sexual assault and prepare long term blue print to fight against this menace. It is the duty of government to ensure that girl child feels safe at school. Along with government, the onus also lies on private school owners.

Problems of Jawahar Navodaya Vidyalaya

Dear Editor,

Jawahar Navodaya Vidyalaya, Papumpare, is presently functioning at its temporary site at Doimukh and its permanent site building is being constructed at Gumto Village since 2007 but still its construction process has not been completed. The mail causes for delaying the construction is lack of water source at the permanent site and inconvenient approach to the Vidyalaya permanent campus.

Further, it is to be mentioned here that its construction agency i.e. RITES seems reluctant to supervise the progress.

Due to the non completion of the construction work at the permanent site till date, the students are suffering a lot and have to stay at the temporary site within the minimum infrastructure facilities.

For solving these burning points, the PTC (Parent Teacher Council) members have met the local MLA seeking his personal involvement for solving the existing hurdles. MLA has given assurance that all the problems will be solved at the earliest.

The ongoing pending issues concerning the water and approach road are a bit confusing as it is not clear whether it is to be done by the Navodaya or the District Administration with the help of the State Government.

But, for providing the water facility and Vidyalaya approach road to Navodaya, the responsibility goes to the District Administration only.

In spite of these ongoing problems, it is regretted to mention that a news items was published on 23rd Aug-15 stating that the water facility and approach road to the Vidyalaya permanent site have already been completed.

Assistant Commissioner, NVS, R.O. Shillong, Zuber Ahmed along with the Incharge Principal of JNV Papumpare , with some other PTC members visited the Vidyalaya permanent site., on 27-08-2015 and physically verified the construction progress. Further, the Assistant Commissioner also met the land donor and discussed the problematic factors of the site. The Assistant Commissioner said that for the next academic session, 80 would be admitted instead of 40.

The Assistant Commissioner met the MLA, Nabam Rebia on 02-09-2015 and discussed all the corners concerning to the Vidyalaya including early shifting to its permanent site. On the basis of these all circumstances, it is expected that the shifting process of the Vidyalaya will be done by Jan-2016

Parking chaos at railway station

Dear Editor,

It’s just 6 months not that the inter-city train Naharlagun-Guwahati Express(daily) and Naharlagun-Delhi Express (Weekly) is running well and on time but unfortunately there seems to be few flaws in traffic related design.

Yupia Rail Station, the main rail station of our state, on the verge of completion, is failing in providing the basic necessary requirements.

One of the things is sufficient parking slot at the station.

Weekly, every Tuesday, both the Guwahati and Delhi express train are scheduled for the journey to their respective destinations.

Since, both the train depart within 20 to 30 minutes of each other, there is chaos. Because of shortage of parking area in the station, on Tuesday particular, the traffic movement is at its. Due to heavy traffic jam and wrong parking of the vehicles, few had missed the train as they failed to reach the station on time. And worse is that, in a race to occupy the parking space first, few passengers have had hot arguments.

It seems to be a major failure in during Design Period if we speak in technical term.

Design Period in civil engineering means “designing a structure taking accounts of all the data related to population, consumption, etc and building the structure which will serve its purpose fully for the given time span without any hindrance”.  Usually, time span is always more than 10 years not 6 or 8 months.

The N.F railways authorities should look in the matter more seriously, and furthermore they should extend the parking space as per the requirements.

Remembering my best Teacher

Dear Editor,

First of all, lots and lots of congratulations on behalf of the people of Jote Panchayat Segment to my best Teacher Aisena Tang for receiving the most prestigious National Award of Teachers on 5th September. She has been working as a teacher since 1983 serving at very remote schools of the state.

Since time immemorial, the status of a teacher in the society is on the highest level. Even the great kings and emperors regarded them as most respected and able person in the society.

Today also, the same respect is prevailing in the minds of the people for a true teacher.

There is no dearth of good teacher in our society still today. We know that education is the panacea for all round development of a nation by driving away the darkness of ignorance, social evil and poverty. To fulfil the aim of education, competent teachers are integrated component for a progressive nation.

Like many other students, many teachers came into my life and went away like a wave, but one teacher whom I never can forget is Aisena Tang, J/T, now working at Govt. Hr. Sec. School, Arunodaya, Itanagar.

When she came to join at our Jote middle school, we all recognised her missionary zeal to serve the people, especially the student community of our state by shouldering responsibility of all front sincerely. Before her joining at Jote Middle School, there were classes from I to IV only. The enrolment of student was also very miserable due to many reasons. Due to remoteness, posted teachers never joined. Only two teachers were there in the school at that time. They were also not regular in duties in the pretext of medical or family problem.

In the name of infrastructure, there were one OBT teacher’s quarters and one OBT school building. But when she joined in 1988, the school became a complete middle school within a year with classes’ upto VIII and a good number of students’ enrolment.

By forming a School Managing Committee, she started her mission to develop the school. To minimise the teachers’ shortage, immediately she engaged local educated youths to help in teaching. Also adopted monitor system to run the classes smoothly. To increase the enrolment of students, first of all she stopped the students to go out of the school to other school for studies after class V. Secondly, she visited the nearby villages to make the villagers aware about the importance of education and to send their children to school.

Thirdly, she picked up school dropout children right from Gohpur Tinali to Jote while coming and going on vacation to enrol in class VI to VIII.

During her stay in Jote Middle School, as a student, I found that she was a friend, philosopher and guide for all the students. For the public she was a selfless social worker. She was a committed teacher to the students and to the society and a perfect embodiment of many good qualities.

During monsoon season, even in inclement weather, she crossed the fury and torrential brooks with her kids on the back holding one ends of a long bamboo pole by herself and the other by elder students.

Sometimes, she rolled down into the gorge while walking on slippery porter track; she did not care for the wild elephants, snakes and leeches. Even at night she dared to face the occasional encounter with wild elephants to drive away from the school campus. For the students from far off places, first of all, one OBT hostel building was constructed under her guidance with the participation of the community with locally available materials.

For her tireless efforts, along with the attention of local public leaders and the members of community, soon our school area got road communication, suspension bridge, health unit, a middle school with hostel facilities, minor irrigation. I pray god to grant her good health and energy to do more for the welfare of the student community as well as for the people of Arunachal Pradesh.

I hope she will be a real source of inspiration for the younger teachers of my state to surpass her in educating the future generation.
